Why does"Trial and Exploration"Turn into"Trial and Frustration"from the Perspective of Vertical Intergovernmental Interaction?——A Practical Experience Based on the Powers and Responsibilities List Reform in G Province
Will the policy innovation of"trial and exploration"necessarily persist?In the practical experience of the power and responsibility list reform in G Province,the local experience of"trial and exploration"is in-terrupted by the"top-down"standardized policies,leading to a situation of"trial and frustration".Based on this phenomenon,it is necessary to answer why local government policy innovations,which are permitted by higher authorities and have good local adaptability,cannot be sustained.Existing research explains the sustain-able impact factors of policy innovation from the perspectives of policy environment and policy attributes,but pays less attention to the vertical intergovernmental interaction scenarios of local governments and the failure circumstances of innovation adaptability to persist.This study employs the case study method,adopting vertical intergovernmental interaction as the perspective,to comprehensively present a panoramic view of the interaction process of local governments and the policy formation path in the innovation of G Province's power and respon-sibility list reform.The study finds that the difficulty in effectively sustaining local government policy innova-tion lies,on the one hand,in the problem of"top-down"policy growth,which is subject to institutional con-straints and the lack of supportive elements;on the other hand,it lies in the problem of"top-down"policy compatibility,manifested as conflicts in concepts and interruptions in stock.Thus,this study constructs an ex-planatory framework for the"sustainability of policy innovation in the process of vertical intergovernmental in-teraction",providing a theoretical explanation for the transition from"trial and exploration"to"first and frus-tration"in policy innovation.The study not only broadens the practical context for the study of the sustainabil-ity of local government policy innovation but also attempts to provide a theoretical explanation for the paradox of"failure to persist in adaptive innovation".
