A Study on the Types and Internal Logic of Political and Social Cooperation Models——Multi-case Comparative Analysis Based on Adaptive Cooperative Analysis Framework
Rationalizing the relationship between government and society is an important starting point to pro-mote the modernization of governance system and governance capacity,but the actual results of government and society cooperation often deviate from policy expectations.On the basis of constructing the adaptive cooperation analysis framework for local government,this paper makes an empirical analysis of the cooperation between Municipal Emergency Management Bureau and four social organizations in A city through the method of multi-case comparative analysis.Research finds that local governments will adapt to the context of task significance and targeted resource endowment to confirm specific cooperation modes,and it will shape four cooperation modes,including symbolic,administrative,negotiated and authority delegation.There are great differences in the interaction modes between the government and social organizations under different cooperation models.Adaptive cooperation is rooted in the"Dilemma of Responsibility and Capability"of government governance,which will promote the dynamic relationship between the government and the society and further blur the boundary between the government and the society.This paper provides a new perspective for understanding the relationship between government and society in China.In practice,it has certain reference significance for opti-mizing the relationship between government and society and improving the performance of government-society cooperation,and in theory,it also promotes and expands the traditional theory of government-society relation-ship.
