"New Leadership Addressing Old Problems":An Analysis of Social Mechanisms for Effective Grassroots Consultation——A Case Study on the Demolition of Unsafe Buildings in Township Enterprises
Grassroots consultation plays a pivotal role in fostering good governance at the local level and con-verting the advantages of the socialist consultative democracy system into effective governance outcomes.In re-cent years,the practice of grassroots consultation has flourished,significantly enriching the theoretical frame-work of grassroots consultative democracy.However,new challenges have arisen,and determining how to con-duct grassroots consultations effectively has become a critical issue in enhancing the grassroots governance sys-tem.This paper examines the operational logic of grassroots consultation from a social mechanism perspective,aiming to deepen the understanding of its dynamics and complexities while improving the structure and mecha-nisms of grassroots consultation.Using the case of"demolition of unsafe buildings in township enterprises"in T Town,it constructs a multi-level analytical framework that moves from the"policy environment"to"individual behaviors and interactions"and ultimately to"policy outcomes",revealing how grassroots consultation facili-tates the resolution of historical issues by newly appointed officials.The study reveals that consultation partici-pants,driven by diverse interests and preferences,engage in complex interactions.Throughout the consultation process,three mechanisms—"participation incentives","strategic alignment",and"mediator communication"—are formed,which collectively promote the institutionalization of grassroots consultations and lead to emergent policy outcomes.Furthermore,the social mechanisms underlying grassroots consultation explain the procedural logic of"conflict emergence—tension resolution—effective consultation",offering a viable path for achieving effective grassroots consultation.
