Rule Nesting and Hierarchical Interaction:Reconstruction of the Platform Charity Governance Pattern——Qualitative Research Based on a Series of Focus Group Interviews
As platform charity gradually develops into a new growth pole of Chinese characteristic charity,its"double-edged sword"characteristics are becoming increasingly prominent.However,the traditional governance pattern of platform charity centered around the government and platform not only easily stifles platform innova-tion,but also poses a risk of inducing platform alienation.Starting from the theory of public affairs governance,using the framework analysis method based on a series of focus group interviews,this paper explores the recon-struction of the platform charity governance pattern.It is found that the governance structure of platform charity is composed of multiple governance entities consisting of platform owners,platform users,and non platform users,as well as complex governance rules at constitutional,collective choice,and operational hierarchies.The industry organizations jointly formed by platform owners,platform users,and non platform users have estab-lished participation bridges among different governance entities,providing a blueprint for shaping hierarchical interaction methods.Based on the nested construction of rules between institutional levels,top-down power governance and bottom-up responsibility governance can complement each other.The study not only reveals the connotation,extension,boundaries of platform charity and enhances the understanding of platform charit governance,but also provides reference ideas for platform governance in the enterprises and market.
