Path Research on the New Rural Talents Embedding into Rural Governance in the Background of Village Merge——Governance Practice Based on the"San Zhang Co-Governance"in G Town,Guanghan City
The modernization of Chinese rural governance is a primary task facing primary-level governance in our country,with the establishment of a pluralistic rural governance system being a critical challenge.And new rural talents plays a crucial role in this context,as they are significant forces driving the achievement of this goal.Particularly during the"village merge"reform,numerous governance challenges have emerged,necessitat-ing new solutions.This study uses the"San Zhang Co—Governance"model implemented in G Town,Guanghan City,Sichuan Province as a case to explore the embedding pathways and mechanisms of new rural talents in rural governance.It constructs a theoretical framework of"Identification-Promotion-Embedding"to explain the process of new rural talents'participation in rural governance from the perspective of social capital.The re-search findings indicate that"village merge"has led to changes in the social structure,with new rural talents participating in the reconstruction of primary-Level governance networks through identification and mobiliza-tion by administrative forces,constrained by the dual logic of"relationship-system".This provides valuable governance experience for rural communities currently undergoing intense transformation and offers a localized theoretical perspective for further understanding"collaborative governance".
