利益耦合、共同行动与情感共鸣:社会组织建构社区治理共同体的三阶路径

社会组织如何实现社区治理共同体的建构?依托个案挖掘,可以归纳出社会组织"自下而上"建构社区治理共同体的三阶路径:第一阶——利益耦合,零散治理主体再组织,构建"人人有责"的利益共同体;第二阶—共同行动,突破集体行动困境,构建"人人尽责"的行动共同体;第三阶——-情感共鸣,找回"公共性",构建"人人享有"的情感共同体.通过比较,该路径与党政力量主导的"自上而下"的社区治理共同体建构路径由于关键行动者所具备的核心资源不同,在组织结构、联结策略、运行机制、治理效果等维度上的表现均存在差异.
Abstract
How can social organizations build a community of local governance?Mining a typi-cal case,a three-phase path can be concluded,in which social organizations build a community of local governance from bottom to top.The first phase:Interest coupling.Re-organize scattered ac-tors,and an interest community of local governance is integrated.The second phase:Common ac-tion.Break through the collective action dilemma,and an action community of local governance is constructed.The third phase:Sentimental resonance.Recover the declined community publicity,and a sentiment community is made.By comparison,this path differs from the"top-down"local governance community building path led by party and government forces in terms of organizational structure,linkage mechanism,operational mechanism,governance effectiveness,due to the differ-ent core resources possessed by key actors.
