食品行业是一个信息高度不对称、风险弥漫程度高的市场,具有法理正当性的公共执法机构在面对数以万计的食品经营者时常陷入监管成本高和执法效率低的困境.举报奖励被作为一种信息规制的有效策略而被各省普遍采用,但在实践中面临"叫好不叫座"的尴尬局面.为从机理上探究食品安全举报奖励制度的困境,本文从"结构—过程—功能"三维视角探究食品安全举报奖励制度的逻辑分析框架.在此基础上,基于我国各省级单位食品安全举报奖励制度的文本分析发现了其在制度条款可置信性、奖励方式、个人信息保护、信息利用度等方面存在的不足之处.为此,本文从契约设计、激励相容和信息管理等角度提出了相应的优化策略.
Abstract
There exists serious information asymmetry in food industry.The public enforce-ments authorities with legal legitimacy exhausts for the cost in supervision and efficiency in enforce-ments dealing with millions of producers and dealers.As a popular strategy of information regula-tion,reward for food safety risk report is widely adopted by all provinces in mainland China.How-ever,the efficiency and effectiveness are questioned in practice.Thus,an analysis framework is for-mulated and thereby employed to explore the provincial reward system for food safety whistle blo-wing.Based the text analysis,three strategies including contract design,information management and incentives mechanism are proposed to improve the provincial reward systems.
