高标准农田建设抑制了耕地撂荒吗?——基于全国10省份农户调查数据的实证

高标准农田建设是实现耕地高效利用,保障国家粮食安全的重要举措.基于全国10省1025份农户的实地调查数据,采用Probit模型实证检验了高标准农田建设对农户耕地撂荒行为的影响.研究结果表明:1)高标准农田建设对农户耕地撂荒行为有显著的负向影响,在引入工具变量处理内生性问题后,结果具有稳健性.2)农户耕地转入与机械化投入水平在高标准农田建设影响耕地撂荒行为的过程中起中介作用.3)异质性分析表明,高标准农田建设对于耕地撂荒的抑制作用,主要在兼业农户、较大经营规模农户、较低非农转移程度农户以及平原、丘陵地带的影响更为明显.因此,应大力推进高标准农田建设,因地制宜探索高标准农田建设新模式,鼓励多方协作完善农田配套服务,提高耕地利用率,缓解耕地资源浪费问题.
High standard farmland construction is an important measure to achieve efficient utilization of farmland and ensure national food security.Based on field survey data from 1025 farmers in 10 provinces across the country,this paper uses Probit model to empirically test the impact of high standard farmland construction on farmers'farmland abandonment behavior.The research results show that:1)The construction of high standard farmland significantly negatively impacts the farmers'farmland abandonment behavior.After introducing instrumental variables to deal with endogenous problems,the results are stable.2)Farmer's farmland transfer and mechanization input level play an intermediary role in the process of high standard farmland construction affecting farmland abandonment.3)Heterogeneity analysis shows that the inhibition effect of high standard farmland construction on farmland abandonment is more obvious in part-time farmers,large scale farmers,farmers with low non-agricultural transfer degree,and plain and hilly areas.Therefore,we should vigorously promote the construction of high standard farmland,explore new models of high standard farmland construction according to local conditions,encourage multi-party cooperation to improve farmland supporting services,improve farmland utilization rate,and alleviate the problem of farmland resource waste.
