新时代背景下耕地资源社会价值的内涵嬗变及核算体系探究——以安徽省地级市面板数据的实证检验

耕地资源社会价值作为推动自然资源资产有偿使用的关键要素,科学确定其价值内涵、核算体系及精准测度尤为重要.从社会保障价值和社会稳定价值的双重视角,综合运用机会成本法、替代法和影子价格法等核算方法,以及核密度估计、空间趋势、重心迁移等模型算法,构建耕地资源社会价值核算体系及其对应方法体系,并对安徽省15年来耕地资源社会价值演变规律特征进行分析.研究表明:近15年来安徽省耕地资源社会价值增长约1.02倍,超过200万元/hm2达到11个评价单元,总体呈现由中部向南北逐步递减的趋势;每个维度发展综合水平指数在样本期间内均呈现不断上升趋势,尤以养老保障价值提升幅度最大;耕地资源社会价值呈现较为明显区域分异,空间分布更加扁平化且东南部增长较快,重心自中部向东南移动趋势显著.研究提出完善农村社会保障体系、优化构建社会价值核算体系、优化土地征收补偿机制及立足耕地资源保护战略等政策建议,为深化耕地资源社会价值核算及其保护管控提供理论支撑及实践参考.
Connotation transmutation of social value of cultivated land resources and exploration of accounting system in the new era:A case of Anhui Province,China
The social value of cultivated land resources is a key factor in promoting the paid use of natural resource assets,and it is particularly important to scientifically determine its value connotation,accounting system,and precise measurement.From the dual perspectives of social security value and social stability value,this study comprehensively uses opportunity cost method,substitution method,shadow price method and other accounting methods as well as Kernel density estimation,spatial trend,center of gravity migration and other model algorithms to build a accounting system of social value of cultivated land resources and its corresponding method system,and analyzes the characteristics of the evolution of social value of cultivated land resources in Anhui Province in the past 15 years.Research indicates that in the past 15 years,the social value of cultivated land resources in Anhui Province has increased by 1.02 times,reaching 11 evaluation units with over 2 million yuan/hm2.Overall,there is a gradual decreasing trend from the central to the north-south.The comprehensive development level index of each dimension shows a continuous upward trend during the sample period,with the largest increase in the value of elderly care security.The social value of cultivated land resources shows significant regional differentiation,with a more flattened spatial distribution and faster growth in the southeast,with a significant shift of gravity from the central to the southeast.The study put forwards policy recommendations such as improving the rural social security system,optimizing the construction of social value accounting system,optimizing the compensation mechanism for Eminent domain,and taking the protection of cultivated land resources as the basic strategy,to provide theoretical support and practical reference for deepening the social value accounting of cultivated land resources and its protection and management.
