The multiple action logic of local governments in formulating policies on rural B & Bs in China
As an important form of rural tourism,rural B & Bs have been positioned by the central government as an important driving force for rural economic growth and an important starting point for comprehensively promoting rural revitalization.Although the development of the industry is obviously driven by the government,the policy actions of local governments on the development of rural B & Bs are not uniform,which reflects the complexity of their action mechanism.In view of this,by constructing a"Supply-Demand"analysis framework and using the fuzzy-set qualitative comparative analysis(fsQCA)method,this paper takes 55 cities in China as research samples to explore the combination path of conditions affecting local governments'policy formulation on rural B & Bs,and summarizes its multiple action logic according to the results of configuration analysis.It mainly includes five categories:landscape-dependent,industry-driven,pressure-responsive and industry-driven collaboration,institutional-normative and industry-driven collaboration,and comprehensive-driven.This paper not only contributes to the analysis framework for the in-depth understanding of the behavior choice of local governments to develop new forms of business,but also provides a distinct inspiration for the classification and improvement of the policy design on the development of rural B & Bs.
