Precautionary motive,relative poverty vulnerability and prevention of poverty return
Taking rural households relocated for poverty alleviation from large poverty-stricken areas in Inner Mongolia,Gansu and Shanxi provinces(autonomous regions)as the research object,and based on four kinds of precautionary motives,namely savings,physical examination,endowment insurance and medical insurance participation,and the explanation of the theory of relative poverty and vulnerability of families,this paper constructs the transmission mechanism of precautionary motive to inhibit poverty return,and uses logit model to investigate the effect of precautionary motive on poverty reduction.The results indicate that:1)The farmers relocated for poverty alleviation still face a certain risk of returning to poverty.Targeting performance,family size,family aging and family labor structure significantly affect the probability of returning to poverty.2)Precautionary motive of relocated farmers inhibits the scale of poverty return,but the coverages of savings,physical examination and endowment insurance participation of relocated households are low.During the period when consolidation and expedition of the achievements of poverty alleviation are effectively transferring to rural revitalization,we must attach great importance to the vulnerability of livelihood transformation for relocated farmers.In terms of formulating poverty reduction monitoring and cultivating sustainable livelihood capacity,it needs a strong focus on the preventive behaviour as an intrinsic stabilizer for farmers.
