Multidimensional measurement on relative poverty of farmers in Gansu from the perspective of sustainable livelihood
With the settlement of absolute poverty historically,relative poverty has become the focus of poverty management in western underdeveloped areas.Based on the theory of sustainable livelihood,we construct a relative poverty index system and use the A-F method to measure the relative poverty in Longnan City,Gansu Province.The research results show as follows:1)From the one-dimensional measurement results,there are obvious differences in the degree of deprivation between relatively poor farmers and non-relatively poor farmers in various dimensions of capital,among which the gap in the degree of deprivation of financial capital is the largest and the gap in the degree of deprivation of social capital is the smallest.2)From the results of multidimensional relative poverty measurement,there are obvious differences in the causes of poverty for farmers with different degrees of relative poverty.3)Both one-dimensional and multidimensional measures of relative poverty show that the deprivation of natural capital and financial capital for relatively poor farmers is more serious,while the deprivation of other dimensions of capital is relatively slight.4)With the increase of the critical value K of deprivation level,the frequency of multidimensional relative poverty and multidimensional poverty index in Longnan City shows a downward trend,and the average share of deprivation shows an upward trend.5)The average contribution rates of livelihood capitals under different K values are as follows:natural capital(30.86%)>financial capital(27.42%)>human capital(18.21%)>physical capital(14.81%)>social capital(5.56%).In the future,the government of Longnan City can focus on the reconstruction of natural capital,financial capital and human capital that are required by the development of relatively poor farmers,to improve the poverty management policy,and simultaneously should prevent the risk of material poverty from spiritual poverty for the farmers.
