Carbon quota allocation in China's provincial construction industry considering historical carbon transfer
In order to successfully realize the goal of"carbon neutral and carbon peak",it is urgent to construct a carbon quota allocation scheme that considers both fairness and efficiency in the construction industry.This paper takes China's construction industry as the research object,and based on the consideration of historical carbon transfer volume,constructs a carbon quota allocation model combining fairness and efficiency with XGBoost-entropy weighting method-zero-sum game data envelopment analysis(ZSG-DEA),and then allocates carbon quotas to China's construction industry in 30 provinces according to the goal of reaching the peak of the carbon level by 2030.The results show that the spatial characteristics of regional carbon transfer in China's construction industry are obvious,and regions with a high level of development of the construction industry should take more responsibility for emission reduction.The scheme proposed in this paper effectively balances the principles of fairness and efficiency,and the construction industry in most of the provinces is under less pressure in terms of carbon emission reduction.The government should formulate a regional carbon emission reduction policy in the construction industry according to the local conditions to ensure a better realization of the peak carbon target in China in 2030.The conclusion of this paper are helpful for China to establish a fairer and more effective initial carbon quota allocation mechanism,enrich the carbon trading market mechanism,and promote regional synergistic carbon reduction.
