减污降碳:低碳城市试点的协同效应

生态环境保护与碳达峰碳中和是中国生态文明建设的两大战略任务。低碳城市试点作为综合性环境政策,为研究减污降碳现实成效提供良好的政策视角。文中基于281个地级市数据,建立双重差分模型,探究低碳城市试点政策对环境污染和碳排放的协同效应,并且进一步阐释影响机制和分析异质性。研究结果表明:1)低碳城市试点在降低城市碳排放的同时,显著减少了环境污染,实现减污和降碳的协同治理。2)试点城市通过规模效应、结构效应和技术效应三种影响机制来实现政策效应。3)东部、更小人口规模和更高行政级别的城市表现出更显著的政策效应。因此,文中提出优化政策设计、提升政策效能和分类推进实施的政策建议,促进低碳城市建设下减污降碳协同增效。
Reducing pollution and carbon emissions:The synergistic effects of low-carbon city pilots
Ecological environmental protection and carbon peaking & carbon neutrality are the two strategic tasks for ecological civilization construction in China.As a comprehensive environmental policy,low-carbon city pilots provide a good policy perspective to explore the practical effects of pollution reduction and carbon emissions.Based on the data of 281 prefectural-level cities,this study established the difference-in-differences model to investigate the effects of the policy of low-carbon city pilots on the synergy of environmental pollution and carbon emissions,and to further explain the influencing mechanism and analyze the heterogeneity.The results showed that:1)In low-carbon city pilots,urban environmental pollution is significantly reduced while carbon emissions being mitigated,which achieves the synergistic governance of reduction pollution and carbon emissions.2)Pilot cities have achieved policy effects through three influencing mechanisms:scale effect,structural effect,and technological effect.3)Those cities which are in the eastern region,or with smaller population scale,or higher administrative level,demonstrate more significant policy effects.Therefore,this paper proposes policy recommendations to optimize policy design,enhance policy effectiveness,and classify implementation orderly to promote the synergy of reducing pollution and carbon emissions under the construction of low-carbon cities.
