Study on residents'willingness to pay for community public green space improvement in central cities of China
The improvement of community public green space is an important part of community public space governance.Taking five central cities Shenyang,Taiyuan,Beijing,Nanjing and Guangzhou as examples,we surveyed 40 communities in these cities,and empirically analyzed the residents'willingness to pay(WTP)for community public green space improvement and its influencing factors.We fully considered the uncertainty of residents'preference in the analysis,and adopted stochastic payment card(SPC)value elicitation technique of contingent valuation method(CVM)to estimate WTP based on the random value theory.The results show that:1)There is little difference in the proportion of positive answers given by residents at every bid level in ascending and descending order version in different cities,but the proportion in Shenyang and Taiyuan is lower than that in other cities.2)In ascending order version,the sample average value for the mean of WTP in all cities is 18.35 yuan/year,with an average value of standard deviation is 2.72.They are 18.57 yuan/year and 2.48,respectively in descending order version.3)The distribution of residents'WTP in southern and northern cities is different.Specifically,the mean and standard deviation of WTP are higher in southern cities than in northern cities.4)Micro factors including residents'education level,trust in neighborhood committees,income level,family structure,risk preference,and satisfaction with community green space coverage have significant positive impacts on WTP,while the perception of community environmental quality status,age,and the distance from green space show significant negative impacts.5)Macro factors including residential area and the type of residential community have significant positive impacts on WTP,while the city where residents live shows a significant negative impact.It is suggested that we should meet the expectations and needs of residents,attach importance to the reconstruction of community green space,activate community social capital,and enhance residents'sense of community identity and belonging,so as to strengthen their sense of responsibility for the construction of community ecological space,and thus improve their participation level in community environmental governance.
