优质农产品认证的合作社促进农户采纳绿色防控技术了吗?

摘要
优质农产品认证是推广病虫害绿色防控技术和提升农产品质量安全的重要政策手段,农民合作社是引领小农户发展优质高效农业的重要组织载体.基于陕西省微观农户调查数据,运用倾向得分匹配法(PSM)和中介效应模型探究优质农产品认证的合作社对农户绿色防控技术采纳的影响及作用机制.研究结果表明:1)相较于未认证的合作社,优质农产品认证的合作社更能促进农户采纳绿色防控技术,促进效果提升30.8％.2)优质农产品认证的合作社通过向农户提供绿色防控农资统购、绿色防控技术培训和认证农产品统销服务,促进农户绿色防控技术采纳的可能性分别提升27.0％、25.5％和20.2％.3)优质农产品认证的合作社通过溢价激励、质量监管和成本控制3条路径促进农户采纳绿色防控技术.因此,为促进农户绿色防控技术采纳,政府应制定政策支持合作社积极申请优质农产品认证,支持合作社为农户提供多元化的绿色防控技术服务,认证合作社应加强与农户订单契约管理,以更好地发挥认证合作社对农户绿色防控技术采纳的辐射带动作用.
Abstract
The certification of farm products plays an important role in promoting the sustainable pest control,and it improves the quality and safety of farm products.Farmer cooperatives are the important organization for leading smallholder farmers to develop high-quality and efficient farming.A random selected sample of small-scale farmers in Shaanxi was investigated in 2022,the effect of farmer cooperatives'farm products certification on farmer's adoption of sustainable pest control was analyzed by using the Propensity Score Matching Method(PSM)and a mediating effect model.The results are listed as following.Firstly,farmer cooperatives'agro-product certification can promote farmers'adoption of sustainable pest control,the improvement effect reaches 30.8％.Secondly,the different services provided by cooperatives awarded high-quality farm products certifica-tion have different effects on farmer's adoption of sustainable pest control.The services of unified purchase of sustainable pest control materials,training of sustainable pest control techniques,and unified selling of certified farm products increase the probability of farmers adopting the sustainable pest control by 27.0％,25.5％and 20.2％,respectively.Thirdly,there are three paths for farmer cooperatives awarded high-quality farm products certification to promote farmer's adoption of sustainable pest control:price premium incentives,quality regulation and cost control.Therefore,we suggest that cooperatives should actively apply for farm product certification,provide diversified services of sustainable pest control,and perfect the order contract between farmers and certified cooperatives to promote the sustainable pest control.
