The reform of maize temporary state collection and storage system is an innovative exploration to promote the decoupling of agricultural production price formation mechanism reform and government payments,which causes the adjustment of factor allocation and the change of factor allocation efficiency in maize production.Based on panel data of 20 provincial producing areas of maize from 2005 to 2020,this paper uses the double-difference model to explore the net effect of the implementation of temporary state collection and storage system and its reform on the factor allocation efficiency of maize.The result are as follows:The implementation of temporary state collection and storage system significantly reduces the factor allocation efficiency of maize production,while its reform weakens the negative effect.The transmission mechanism is that the policy implementation or its reform affects the factor allocation efficiency by influencing the income and planting scale of maize.This market-oriented reform can be regarded as an important measure to optimize the factors allocation and improve the factor allocation efficiency.Although the subsidies paid to the maize growers have a distorting effect and cause the loss of factor allocative efficiency,this market-oriented reform measure can still be seen as an important measure to optimize factor allocation and improve factor allocation efficiency.So,the reform of temporary state collection and storage system and price formation mechanism should be strengthened constantly,and the distorted subsidy measures should be gradually replaced by market-oriented comprehensive production support measures,to enhance the capacity of sustainable development of grain production.
