Distribution of income from the entry of collective operated construction land into the market:Case of Yiwu City,Zhejiang Province
How to achieve a balanced distribution of the proceeds from the circulation of collective operated construction land into the market is the key to the smooth progress of the reform of the land system.This study aims to reveal the theoretical logic of the revenue distribution of collective operated construction land entering the market from the perspective of"rights,responsibilities,benefits",constructs a revenue distribution model for collective operated construction land entering the market based on the degree of contribution,and combines with the practice in Yiwu City.The results of the study show that:1)Starting from the rights involved in the process of collective operational construction land entering the market,the responsibilities and contributions of the relevant subjects can be systematically analyzed from the perspective of"rights,responsibilities and benefits",which can be used as the basis for the distribution of the proceeds.2)Different purposes and locations of the market greatly impact the results of the distribution of proceeds from the market,with approximately 10%fluctuations in the distribution of benefits coming from industrial land,commercial land,and public facility land among allocation entities.3)The revenue distribution ratio of the Yiwu City's government should be reduced to 20%-30%,while the revenue distribution ratio of the farmers should be increased to 69%-80%,which is more in line with the goal of protecting the interests of the farmers and collectives.The research results can promote the improvement of the profit distribution system for collective operated construction land entering the market and form a replicable and promotable Yiwu model.
