Evaluation on the effectiveness of relocation for poverty alleviation in western ethnic areas in four western provinces
Taking the relocated households in western ethnic areas as the research object,a comprehensive evaluation index system for relocation effectiveness was constructed,and the field survey data of 735 relocated households in four western provinces(autonomous regions)and the combination weighting approach that is based on the expert evaluation method-entropy power method were used to carry out a comprehensive evaluation on the effectiveness of relocation for poverty alleviation.The results indicate that:1)The effectiveness of relocation for poverty alleviation in western ethnic areas is generally significant.2)The social benefits of relocation for poverty alleviation in western ethnic areas are the most obvious in terms of the evaluation results of the indicators in the effect category,while the ecological benefits,economic benefits,and the three indicators of social benefits,namely,medical services,the participation of relocated households in governmental activities,and relocated household's satisfaction with governmental policies,need to be further improved.3)As to the evaluation results of the capacity indicators,the social sustainable development capacity in the ethnic areas in western China has been most obviously improved in the process of relocation,while the economic sustainable development capacity,especially financial capital and natural capital,needs to be further improved.4)There are obvious regional differences in the effectiveness of the relocation for poverty alleviation in ethnic areas in western China,and the effectiveness of the relocation for poverty alleviation in ethnic areas in Sichuan Province is significantly higher than that of the other three northwestern provinces(autonomous regions).
