Driving effect of fiscal decentralization on spatial transfer characteristics of urban land use efficiency in the Yellow River Basin
Promoting the improvement of urban land use efficiency in the Yellow River Basin is a key link for the smooth realization of the national strategy of ecological protection and high-quality development in the Yellow River Basin.In this study,the urban land use efficiency in the Yellow River Basin was evaluated by using the super-efficiency SBM model,the driving effect of fiscal decentralization on urban land use efficiency is explored by using the panel Tobit model,and the intermediary effect of technological innovation and foreign investment are tested by constructing the intermediary effect model.The results show that:1)From 2009 to 2021,the cities in the Yellow River Basin that have experienced a shift in land use efficiency are primarily located in the middle and upper reaches,and the cities where the land use efficiency keeps stable are mainly concentrated in the lower reaches.2)Fiscal decentralization positively promotes the efficiency of urban land use in the Yellow River Basin,with the effect showing regional heterogeneity.3)Technological innovation and foreign investment play a partially positive mediating role between fiscal decentralization and urban land use efficiency.Fiscal decentralization can enhance urban land use efficiency in the Yellow River Basin by fostering technological innovation and attracting foreign investment.
