Ecological product zoning method and governance path based on"potentiality-suitability"coupling
Exploring ecological product zoning based on regional resource endowment,regional functional suitability,and practical policy conditions is a spatial development guide for realizing the value of ecological products.This study takes Suqian City as an example,based on the analysis paradigm of"element-function"in regional system theory,introduces dual constraints of land use spatial control rules and policy guidance,and establishes a theoretical framework for ecological product zoning that couples"development potential-layout suitability".The bivariate local spatial autocorrelation and coupling coordination model are used to divide the types of ecological product development,expansion,and conservation zoning,and clarify differentiated ecological product development strategies.The results show that the high potential area,medium potential area,and low potential area of ecological products in Suqian City are 603.31km2,1752.19km2,and 6168.48km2,respectively,accounting for 7.07%,20.56%,and 72.37%of the total land area.The suitable area for ecological products is 2432.15km2,the moderately suitable area is 2666.87km2,and the unsuitable area is 2432.15km2,accounting for 28.56%,31.32%,and 40.12%of the total land area,respectively.Taking townships as units,52 ecological product priority development and utilization zones,28 moderate expansion zones,and 38 conservation and cultivation zones are divided.The ecological product zoning coupled with"potentiality-suitability"provides methodological support for institutional design such as ecological resource rights trading and gradient ecological industry system shaping.
