Zoning of protection and utilization planning for state owned natural resource assets-A case study of the Inner Mongolia Autonomous Region
The planning for the protection and utilization of state owned natural resource assets serves as a guide for the"unified exercise of the responsibilities of the owner of all state owned natural resource assets,"and is the basis for resolving conflicts between the protection and use of natural resource assets and realizing their value.Based on the practices of natural resource asset management and protection in the Inner Mongolia Autonomous Region,we analyze the prominent issues existing in the protection and use of natural resource assets,establish the theoretical foundation for zoning,propose a planning zoning method that involves first classifying and grading before merging,and integrate this method with territorial spatial planning.At the same time,it also presents four zoning conclusions for spatial units at or below the county level concerning state owned natural resource assets,as well as zoning protection and utilization rules centered on the methods for realizing the value and the rights setting of natural resource assets.
