Finiteness and Extensibility:The Evolution of the PRC's National Security Thoughts
This paper analyzes the national security thoughts of the People's Republic of China from three dimensions:the ontology of national security,the epistemology of the security system,and the methodology of security practices.The discussion is divided into three historical stages of the PRC:the period of socialist revolution and construction,the period of reform and opening-up and socialist modernization,and the new era for socialism with Chinese characteristics.Finiteness and extensibility are identified as coherent themes in the evolution of the PRC's national security thoughts that embody static and dynamic features as well as horizontal and vertical dimensions of security goals,perceptions,and methods at each stage.Despite the changing security environments and evolving security needs the PRC has encountered,the principles of finite security and extensible adaptation have consistently guided its security thoughts and practices.Security cannot be overloaded,even though it is resilient.There is no room for absolute security,and a narrowly defined,single-dimensional approach is insufficient to safeguard national security,particularly in an increasingly complex and uncertain national security environment.The"finite-extensible"evolution of the PRC's national security thoughts captures the interaction between objective changes in the security environment and the subjective initiatives of national leaders in the decision-making process.
