International Governance of Service Domestic Regulation:From the Perspective of"Good Regulatory Practice"
Domestic regulation,as a key factor affecting the liberalization of trade in services,faces a dilemma between expanding opening up and defending sovereignty.From GATS to CPTPP,SDR and other related disciplines,various agreements not only continuously deepen the requirements for transparency,predictability and standardization of service regulation,but also expand new field of regulatory convergence.Although governance modes and means of different agreements are not the same,there are also several commonalities and to better reflect the characteristic of"good regulatory practice"is an important trend.The evolution of international rules puts forward new requirements for China's innovation of development mechanism of trade in services,including improving policy transparency and expanding the engagement of interested persons,stabilizing the expectation of approval work and deepening the reform of"good governance",and optimizing regulation and assessment system according to the adjustment of governance mode.In this regard,China should combine the implementation of SDR and the active application to CPTPP to explore the collaborative paths and ways of regulatory convergence as a developing country.
