项目制治理模式与中国城市出口升级:来自政府审批项目的经验证据

分税制改革后,项目制治理模式对中国经济发展格局产生了深远影响.文章构建了 2009～2017年政府审批项目数据集,首次实证检验了项目制治理模式对中国城市出口升级的影响.研究发现,项目制治理模式总体有效促进了城市出口升级.相较于中央政府审批项目,地方政府审批项目对城市出口升级的促进作用更为显著.机制分析表明,带动外商直接投资及引导固定资产投资是项目制治理模式发挥出口升级效应的重要渠道;地方政府较强的经济发展动机与官员较高的廉洁程度能有效增强项目制治理模式的出口升级效应.进一步分析显示,要素自由流动是项目制治理模式带动城市出口升级的关键因素,加快推进城市群协同发展有助于实现城市间正向空间溢出效应.文章强调为提高项目制治理效率,应持续优化营商环境,完善要素市场决定机制,构建"亲""清"新型政商关系.
Governance Mode of Project Institutions and Export Upgrading of China's Cities:Evidence From Government-approved Projects
Governance mode of project institutions has significantly impacted China's economic development pattern since the reform of tax-sharing system.By constructing a dataset of government-approved projects from 2009 to 2017,this paper empirically examines the influence of governance mode of project institutions on export upgrading of China's cities.The research shows that governance mode of project institutions effectively promotes export upgrading of the cities as a whole.Compared with the projects approved by the central government,the projects approved by local governments have more significant promotion effect on export upgrading of the cities.The mechanism analysis indicates that driving foreign direct investment and guiding fixed assets investment are the important channels for governance mode of project institutions to exert export upgrading effect;the strong economic development motivation of local governments and the high-level integrity of the officials can effectively enhance export upgrading effect of governance mode of project institutions.Further analysis reveals that free flow of factors is a key factor for project institutions to drive export upgrading of the cities and accelerating the coordinated development of urban agglomerations is conducive to achieving positive spatial spillover effect between the cities.The paper emphasizes that in order to improve governance efficiency of project institutions,it is necessary to continuously optimize business environment,improve decision-making mechanism of factor market and foster a new type of cordial and clean relationship between government and business.
