数字政府建设与企业对外直接投资——来自国脉电子政务网的经验证据

文章研究了数字政府建设对企业OFDI的影响,并探讨了这种影响的真实性、具体表现和经济后果.文章利用国脉网提供的电子政务数据衡量政府的数字化水平,并使用该指数进行实证检验,结果表明数字政府建设能够显著促进企业OFDI.作用渠道检验发现,数字政府建设能够通过优化营商环境、缓解融资约束、提升创新能力、改善政企关系影响企业OFDI.异质性分析表明,这种影响存在企业、行业和区域异质性.进一步研究发现,数字政府建设能够真实促进企业OFDI,提高OFDI深度;经济后果分析发现,数字政府建设促进企业OFDI能够提高企业的利润和生产率,提高企业所在城市的全要素生产率和创新能力.文章为真实促进企业OFDI提供了理论依据,对于如何实现高质量"走出去"具有启示和借鉴意义.
Digital Government Construction and Outward Foreign Direct Investment of the Enterprises:The Empirical Evidence From GUOMAI E-Government Network
This paper investigates the impact of digital government construction on outward foreign direct investment(OFDI)of the enterprises and probes into the authenticity,specific manifestation and economic consequences of this impact.The paper measures the digitization level of the government based on the e-government data provided by GUOMAI E-Government Network and uses this index to conduct empirical test.The result shows that digital government construction can significantly promote OFDI of the enterprises.The channel test reveals that digital government construction can affect OFDI of the enterprises through optimizing business environment,alleviating financing constraints,enhancing innovation capability and improving the relationship between the government and the enterprises.The heterogeneity analysis indicates that this impact is heterogeneous among the enterprises,the industries and the regions.Further research shows that digital government construction can really promote OFDI of the enterprises and increase the depth of OFDI;the analysis of economic consequences reveals that the promotion of OFDI of the enterprises through digital government construction can improve the profits and productivity of the enterprises,and enhance total factor productivity and innovation capability of the cities where the enterprises are located.This paper provides theoretical basis for the real promotion of OFDI of the enterprises and has enlightenment and reference significance for how to achieve high-quality"going global".
