The Impact of Digital Trade Barriers on Global Value Chain Climbing
The introduction of digital trade rules into free trade agreements has become an important way for the countries around the world to participate in international governance of digital trade,and the adoption of digital trade restriction measures has become a conventional mean to deal with the corresponding digital trade rules.It is worth exploring the impact of the resulting digital trade barriers on value chain climbing.This paper probes into the impact of digital trade barriers on value chain climbing by constructing industry-level digital trade barrier index and value chain position index.The research results show that digital trade barriers hinder global value chain climbing and this conclusion remains robust after a series of tests;the heterogeneity analysis of regional cross-border data flow reveals that digital trade barriers have the least inhibitory effect on indirect policy regions,and the industry heterogeneity analysis indicates that digital trade barriers will significantly hinder value chain climbing of medium-tech and high-tech manufacturing industries and modern service industries;the mechanism test results show that digital trade barriers hinder global value chain climbing by increasing trade costs of intermediate products and final products.
