Global Digital Governance:Theoretical Issues,Value Objectives and Governance Tools
Global digital governance mainly refers to"governance targeting data",but also includes"governance relying on data".Therefore,data can be both the object of governance and the tool of governance.Due to the significant differences in the issues at the front,middle and end of global digital value chain,global digital governance must use different tools and means to address the issues at different stages and ends.Global digital governance cannot shape a perfect institution based on a single theory,and to deal with the complexity of global digital governance will require a mixed application of multiple theories and tools.In view of this,global digital governance,whether it is in theory,tools,institutions,mechanisms,etc.,will be fragmented in the foreseeable future,and the countries may have more or less opportunism in it.
