Utilizing Trade Channel of the Partners:China's Indirect Strategy to Build a Globally-oriented Network of High-standard Free Trade Areas
The report to the 20th National Congress of the Communist Party of China stresses the necessity to"expand the globally-oriented network of high-standard free trade areas",but it's difficult for China to establish direct FTA cooperation relationship with major export target markets of the European Union and the United States. This paper proposes an"indirect strategy"based on this reality dilemma, that is,China can increase its indirect exports of value-added by building a high-standard FTA network with as many third-party countries as possible and leveraging their export trade channels.By constructing an indirect, trilateral and value-added trade gravity model, the paper analyzes the theoretical mechanism of China's construction of a high-standard FTA network to promote the growth of indirect value-added exports, and verifies the existence of this mechanism based on indirect value-added trade data between China and 63 trading partners from 1999 to 2018.The research results of this paper provide new ideas for China to build a globally-oriented network of high-standard FTA in the new era.
