Strategies for Addressing the Challenges Faced by State-owned Assets and State-owned Enterprises in Aligning with CPTPP Economic and Trade Rules
China's accession to CPTPP represents a critical strategic initiative for advancing institutional opening up in the new era.CPTPP proposes the rules such as"non-discriminatory treatment and commercial considerations","non-commercial assistance"and"transparency"regarding the behavior of state-owned enterprises in Chapter 17.This paper systematically analyzes the main problems and difficulties encountered by China's state-owned assets and state-owned enterprises in aligning with these rules.The paper holds that although there is a significant gap between the complexity of the current layout of China's state-owned economy and the requirements of related rules of CPTPP,a reform path that is both in line with China's national conditions and the requirements of CPTPP rules can still be found.This paper proposes to promote the layout optimization and structural adjustment at the level of state-owned assets according to the idea of"focusing on key areas,relaxing general areas and strengthening support",deepen category-based reform and professional integration at the level of state-owned enterprises based on different business types,and improve industrial support methods and adjust regulatory structures at the regulatory level in a timely manner.
