Political Economics Analysis of Technology Policies of the EU Countries towards China:Taking Huawei and Foreign Investment Review Mechanism as Examples
Starting from whether the assumption that economic interdependence enhances political relations holds true,this paper constructs a theoretical framework based on the dependence on China,industrial policy and the factor of the United States to explain the differences in technology policies of the EU countries towards China.The empirical test focusing on Huawei and foreign investment review mechanism reveals that:firstly,the countries with lower economic dependence on China or higher degree of friendliness towards the United States face greater risks of restricting or even banning Huawei;secondly,the countries that accept more investment in sensitive sectors from China or have higher degree of friendliness towards the United States are at greater risk of tightening foreign investment review;thirdly,in terms of regulatory factors,the mechanism of the dependence on China mainly exists in the countries with relatively low level of competitive elections,the mechanism of industrial policy mainly exists in the countries with relatively low proportion of right-wing parties,and the mechanism of the factor of the United States is particularly strong in former socialist countries;fourthly,mutual interdependence does not always enhance political relations,but it can serve as a"shock absorber"to weaken the impact of other negative factors.
