Trade Cost Effect of the Convergence Level of RTA Cross-border Data Flow Rules:A Test Based on Transnational Panel Data
On the basis of measuring the horizontal width and vertical depth of the convergence level of RTA cross-border data flow rules,this paper empirically tests the impact and mechanism of the convergence level of cross-border data flow rules on the international trade costs by constructing transnational panel data from 2000 to 2021.The research shows that the improvement of the convergence level of RTA cross-border data flow rules significantly reduces the international trade costs,and the wider the horizontal width and the deeper the vertical depth of the convergence of rules,the lower the international trade costs.The mechanism test results indicate that the improvement of the convergence level of RTA cross-border data flow rules can reduce the international trade costs through two channels of narrowing the differences in government management level and digital infrastructure among the contracting countries.Moreover,the reduction effect of the convergence of cross-border data flow rules on the international trade costs is particularly significant between the countries with a high degree of bilateral value chain linkage.The research conclusions provide new empirical evidence for strengthening the construction of the international trade cooperation networks in the context of digital economy.
