The Mutual Development of the Hainan Free Trade Port and Guangdong-Hong Kong-Macao Greater Bay Area:Collaborative Governance and Coordinated Development
The in-depth implementation of major regional strategies is a major arrangement in the Report to the 20th National Congress of the Communist Party of China.As the important parts of China's major regional strategies,free trade port with distinctive Chinese features,pilot free trade zones and Guangdong-Hong Kong-Macao Greater Bay Area(GBA)urgently need to address how to achieve regional collaborative governance and coordinated development so as to form a strategic superposition amplification effect.This paper takes the Hainan Free Trade Port(Hainan FTP)and GBA as the examples to analyze the theoretical logic of achieving collaborative governance and coordinated development of Hainan FTP and GBA in terms of the system,economy and culture,and explore the mode of their mutual development.The research shows that the collaboration between the government and the market is more conducive to promoting the development of Hainan FTP and GBA.In response to the practical obstacles faced by Hainan FTP and GBA in their mutual development,the paper proposes suggestions for advancing regional collaboration between the two from the perspectives of breaking down barriers to factor flow,encouraging talent cooperation and exchange,promoting integration of characteristic industries and establishing collaborative governance mechanisms,so as to provide theoretical reference and practical guidance for the steady advancement of China's major regional strategies.
