Innovations in Institutional Mechanisms for Evaluating the Educational Work of Party Committee and Government——Analytical Framework Based on"Structure-Function-Action"
A good education evaluation system is able to align the direction of education development and provide development momentum for a strong education country.Taking Talcott-Parsons'social action theory and its AGIL social action structure model as an analytical framework,the study analyzes that the overall structure of the Party committee and government's innovation in the evaluation system and mechanism of education work should include adherence to the comprehensive,systematic and holistic nature of the Party's leadership in education work evaluation.In the evaluation process,the Party committee and government should fully leverage the adaptability,goal achievement,integration,and potential mode maintenance functions of evaluation.The innovation of the system and mechanism for evaluating the education work of the Party committee and government should form a joint force in grasping the correct direction,clarifying the scientific nature,integrating data resources,and returning to the original function,in order to create a good ecology that leads the direction of education reform and development.
