全球高等教育治理区域转向中的中国角色及其战略选择

在世界秩序转型背景下,回归区域成为全球高等教育治理的新发展态势.这一转向形成了更具伸缩性的区域高等教育治理结构,能够在国家与全球治理之间寻求兼容.究其缘由,高等教育问题边界模糊、全球治理机制失灵、区域治理优势凸显与国家主义回归决定了全球高等教育治理必然转向区域.在这一过程中,如若将中国嵌入以区域为单位的全球高等教育治理框架,则能够更加清晰地识别处于全球与区域之间的中国角色.面对这场全球范围内的转型,中国应把握全球高等教育治理区域转向的程度、限度与幅度,实现中国经验与全球治理兼容、增强协调周边的区域治理能力以及推进区域间主义治理合作,从而系统构建高等教育全球治理与区域治理互动的战略选项.
China's Role and Strategic Choices in the Regional Transformation of Global Higher Education Governance
In the context of the transformation of the world order,returning to the region has become a new development trend in global higher education governance.This shift has formed a more scalable regional governance structure for higher education,which can seek compatibility between national and global governance.The reason behind this is that the boundary of higher education issues is blurred,global governance mechanisms are malfunctioning,regional governance advantages are highlighted,and nationalism is returning,which determines that global higher education governance will inevitably shift towards regions.In this process,if China is embedded in a global higher education governance framework on a regional basis,it can more clearly identify the role of China between the global and regional levels.In the face of this global transformation,China should grasp the degree,limit,and scope of regional transformation in global higher education governance,achieve compatibility between Chinese experience and global governance,enhance the ability to coordinate regional governance in the surrounding areas,and promote inter regional governance cooperation,in order to systematically construct strategic options for the interaction between global governance and regional governance in higher education.
