From Power Regulation to Relationship Governance:Research on Internal Power Misconduct and Its Governance in Universities Based on Social Network Analysis
The normative,orderly,and efficient operation of internal power in universities is the value pursuit of power regulation in colleges and universities.Since the 18th National Congress of the Communist Party of China,the construction of a system for punishing and preventing corruption in universities has achieved significant results,and the phenomenon of power corruption has been effectively curbed.However,the phenomenon of power misconduct with relatively small impact and strong concealment still occurs from time to time.After sorting out cases of power misconduct within universities,it was found that"relationships"are the hidden forces behind power misconduct.From the perspective of social network analysis,the social relationship network of power subjects within universities has characteristics of enrichment,autonomy,and connectivity.There are three types of small groups in universities with completely different relationship structures:those led by leaders,those colluding across departments,and those colluding within the same department.Universities should shift their emphasis from power regulation to relationship governance,from institutional construction to rule improvement,from decision-making process to decision-making supervision,and organically unify the reshaping of the power operation field,the standardization of power behavior,and the strengthening of power responsibility awareness,effectively achieving systematic governance of power misconduct.
