How Does the College Graduates'Employment Policy Promote Employment—A Configuration Analysis Based on Policy Tools
The types and combinations of policy tools to promote the employment of college graduates are important issues in the field of employment policy.Based on the policy tool analysis framework,this study takes the employment policies of college graduates from 24 provincial-level local governments in China as a case study,and uses the Clear Set Qualitative Comparative Analysis Method(csQCA)to reveal the impact paths of policy tool single element and multi condition combinations on graduate employment.Research has found that promoting the employment of college graduates requires an organic combination of multiple policy tools tailored to local conditions;there are five driving paths for policy tools to improve the implementation rate of graduate destinations,namely resource supply type,demand expansion type,supply demand complementarity type,demand environment adaptation type,and supply demand environment resonance type,including six specific configurations;the combination of tools with information supply as the core condition plays an important role and has strong universality,which can be regarded as a"universal tool"to promote the employment of graduates;the frequent use of training guidance,policy positions,and market-oriented positions indicates that the essence of promoting graduate employment lies in enhancing their employability and expanding their employment channels.Therefore,in the future,it is necessary to improve the policy tool system and strengthen the coordination and integration between policy tools,improve the employment push and pull mechanism,create a good employment environment,and promote high-quality and full employment for college graduates.
