加快提升高校原始创新能力助力新质生产力发展

作为我国自主创新体系中难度最大、要求最高的一类创新范式,原始创新在推动形成战略性新兴产业和未来产业、助力新质生产力发展从而实现高水平科技自立自强和高质量发展中发挥着基础性和关键性作用.从基于科学、技术、工程分类的原始创新概念理解出发,研究分析现阶段我国高校原始创新面临的主要挑战,包括高校发展同质化、科研组织体系和管理模式不完善、基础科学支持力度不足、评价激励机制不健全以及原始创新文化氛围不足等方面;有针对性地提出了加强顶层设计的统筹协同、分类完善科研组织体系和管理模式、探索多元化投入与长周期支持机制、建立健全分类评价体系与激励机制以及强化创新教育和环境打造等五个方面的对策建议,以期提升我国高校原始创新能力,助力新质生产力发展,实现高水平科技自立自强和高质量发展.
Accelerating the Improvement of Original Innovation Capabilities in Higher Education Institutions to Promote the Development of New Quality Productive Forces
As the most challenging and demanding innovation paradigm in China's independent innovation system,original innovation plays a fundamental and crucial role in promoting the formation of strategic emerging and future industries,assisting the development of new productive forces,and achieving high-level technological self-reliance and high-quality development.Starting from the understanding of the concept of original innovation based on the classification of science,technology,and engineering,this study analyzes the main challenges faced by original innovation in Chinese universities at present,including homogenization of university development,imperfect scientific research organization system and management mode,insufficient support for basic science,incomplete evaluation and incentive mechanisms,and insufficient cultural atmosphere of original innovation;targeted measures and suggestions have been proposed to strengthen the overall coordination of top-level design,improve the classification and management system of scientific research organizations and models,explore diversified investment and long-term support mechanisms,establish and improve classification evaluation systems and incentive mechanisms,and strengthen innovation education and environmental development in five aspects,in order to enhance the original innovation ability of Chinese universities,assist the development of new productive forces,and achieve high-level scientific and technological self-reliance and high-quality development.
