International Experiences and the Chinese Paradigm in Professionalizing Educational Evaluation
The professionalization of educational evaluation is a complex and systematic endeavor.It encompasses building a scientific theoretical framework for evaluation,developing effective evaluation methods and techniques,establishing practical standards and policies,and creating a functioning evaluation mechanism and system.This study examines the current state and foundation of professionalizing educational evaluation in China,and raises five challenging issues.It analyzes the international experiences and insights of the evaluation of higher education and large-scale evaluation programs from the UK,the USA,and Germany.Based on this analysis,the paper proposes a direction for developing a Chinese model of professionalizing educational evaluation.This model aims to establish a value system that fosters moral integrity and efficacy,a multi-faceted and integrated institutional system,an independent and innovative knowledge system,a technology system empowered by digital advancements,and a talent system that integrates various roles and functions.
