Analysis of the Externalities of Power Issues in Higher Education Institutions and Research on Regulatory Strategies
The issue of power and regulation in universities is a key task and critical link in university governance.To reveal and clarify the basic laws and underlying logic of power issues in universities,the classic externality theory is introduced into the context of university governance,and a framework for analyzing power issues in universities that integrates narrative and diagnosis is proposed and constructed.Further analysis suggests that the negative externality of power affects the efficiency of the use of university resources and reduces the effectiveness of university governance,which is the main cause of power issues in universities.In order to effectively regulate the issue of power in universities,it is necessary to establish a cross power coordination mechanism under the authoritative leadership of university party committees.Based on the classification method of cross power coordination proposed by OECD,combined with the actual governance of Chinese universities and the analysis of power externalities,the cross power coordination mechanism under the authoritative leadership of the Party committee is enriched into four components:consistency mechanism,structural mechanism,procedural mechanism,and compensatory mechanism.
