75 Years of Higher Education Policy in Central and Western China:Historical Evolution,Intrinsic Characteristics,and Prospects
The strength of central and western China is crucial to the overall strength of the nation.Revitalizing higher education in these regions is key to their rise and an essential component in realizing Chinese modernization.Over the 75 years since the founding of the People's Republic of China,higher education policies for central and western regions have undergone four stages:plan-oriented balanced development,efficiency-oriented differential development,equity-oriented coordinated development,and problem-oriented connotative development.Historically,the intrinsic characteristics of policy evolution in these regions include:a driving mechanism based on national development strategies,a shift in value orientation from efficiency to equity priority,a transition from forced change to collaborative action,and a content arrangement evolving from supportive assistance to vitality stimulation.In the future,it should be rooted in the needs of the national strategy to promote the central and western China's higher education policies of central and western China to keep pace with the times,follow the concept of balanced development to highlight the fair orientation of the higher education policies,coordinate internal and external factors to ensure the coherence and stability of the higher education policies,so as to open a new chapter in the comprehensive revitalization of higher education in the new era.
