The Evolution of China's Higher Education Policy Network:A Transition from Resource Acquisition to Functional Realization
Through a social network analysis of 607 policy documents related to higher education policies between 1980 and 2024,this article focuses on studying the policy network formed by the collaboration of multiple policy actors.The analysis emphasizes both the overall network and individual networks,and visualizes them to gain a more comprehensive understanding of the interrelationships between different policy actors in the process of higher education development.This serves as a scientific basis for the formulation and adjustment of higher education policies.The study reveals the following findings:the higher education policy network is currently in a transitional period from the second level to the third level,representing a gradual shift from the resource acquisition stage to the function realization stage;the scale of the higher education policy network has exhibited exponential growth,with dynamic and complex changes in its structure;the main bodies within the higher education policy network exhibit a coexistence of"primary and secondary cores",with a close"iron triangle"relationship among the cores;the core functions of the Ministry of Education have not been fully utilized,and related industrial departments are exhibiting a"marginalization"phenomenon.In the future,while maintaining the Ministry of Education's leading position as the"primary core"department,it is recommended to establish a regular dialogue mechanism between the Ministry of Education and relevant industrial departments.Additionally,encouraging personnel exchanges between the Ministry of Education and industrial departments,actively fostering innovative institutions or organizations located at the edges of the policy network,and building an"core-edge"innovation network are also advisable.Furthermore,strengthening policy exchanges and cooperation with international organizations and other countries can accelerate the transformation of the higher education policy network towards the function realization level,thereby promoting the development of higher education in China.
