The Evolutionary Logic of the US National Education Strategy and China's Response from the Analysis Perspective of Securitization Theory
The securitization theory was first proposed by the Copenhagen School,and its main argument is that security belongs to a concept of construction between social subjects.The emergence of security issues is not objectively predetermined,and any problem can be subjectively constructed as a security problem through specific steps.Looking back at the history since the end of World War Ⅱ,it is found that the evolution of the US national education strategy has shown a clear logic of securitization,going through three stages of evolution:"securitization","de-securitization",and"re-securitization"of education issues.The evolutionary logic of the United States'national education strategy is the result of external conditions such as the international strategic environment faced in different periods,internal conditions such as the current situation of domestic education and changes in social public opinion environment,as well as a comprehensive factor such as the uninterrupted sense of crisis and concern since its founding.The negative impact of the United States promoting the"re-securitization"of its national education strategy is worthy of vigilance.China should maintain strategic determination,not only to resolutely counterattack the erroneous practices of the United States,but also to explore new paths for educational cooperation and exchange between the two countries.China should coordinate the"bringing in"and"going out"of education,set up educational establishments deeply rooted in Chinese spirit and culture,and promote the opening up of high-level education to the outside world in the new era,in order to help build powerful country in education.
