Typological Selection of International Regulatory Cooperation in Digital Trade—From the Perspective of Cost-Benefit Analysis
Digital trade regulatory measures and regulatory differences have a signifi-cant impact on the development of digital trade,which also improve the importance of in-ternational regulatory cooperation issues in digital trade negotiations.At present,there are various forms of international regulatory cooperation,but the classification of international regulatory cooperation is insufficient.Given the close link between international regulatory cooperation and trade agreements,this paper puts the approaches of regulatory cooperation and institutional structures in the same typological framework,and the regulatory coopera-tion of digital trade can be classified into different combinations.From the variables of reg-ulatory homogeneity,regulatory preference and transaction frequency,the cost-benefit analysis tool is further introduced to reveal the rationale of typological selection of interna-tional regulatory cooperation in digital trade,and can also measuring the degree of conver-gence of global regulatory rules for digital trade.In order to test the rationale,this paper takes the representative international regulatory cooperation models of digital trade in prac-tice as analytic object.Finally,it has a certain theoretical value for China's participation in the international regulatory cooperation of digital trade.
