Intention,External Factors and Behavior:An Analysis of the Influence Mechanism of"Inaction"of Leading Cadres Based on the Extended Model of Planned Behavior Theory
The"inaction"of leading cadres is a major obstacle to the modernization of the coun-try's governance system and governance capacity,and urgently needs to be governed effectively.Based on the theory of planned behavior(TPB),this study extends the research model by adding two variables,"prior behavior"and"external factors",and constructs the influence mechanism model of leading cadres'inaction,and then does hypothesis testing and model validation based on the ques-tionnaire survey data of 924 leading cadres.This research shows that the negative attitude of leading cadres,perception of negative evaluations around themselves and their perception of the degree of diffi-culty have a significant positive impact on the behavioral intention of"inaction".The influence of prior behavioral experiences of leading cadres on the behavioral intention of"inaction"is clearly insufficient.External factors,including"supervision and restraint",not only have a significant positive impact on the"inaction"behavior of leading cadres directly,but also act as intermediary variables to jointly influence the"inaction"behavior with the"inaction"behavior intention of leading cadres.
