数字化转型下的区域智慧教育服务生态创建——以北京市海淀区教育创新发展实践为例

教育数字化转型是推动教育信息化进程的新引擎,而智慧教育是教育数字化转型的最终价值指向.北京市海淀区积极推进数字化转型下的区域智慧教育服务生态创建,提出构建区域智慧教育服务生态框架,致力于发展"一中枢两新三提升三覆盖"的服务生态;并以海淀区教育创新发展实践为样本,系统阐释了海淀区智慧教育发展的顶层设计和实施路径:以环境、应用、数据等关键要素为抓手,打造集约高效的支撑体系、提供丰富适用的学习资源、实施点面结合的素养提升行动、开展内涵丰富的模式探索、建设特色个性的智慧校园、创新先进高效的数据治理服务等.通过分析海淀智慧教育发展过程中面临的"先发劣势""数字代沟""协同育人"等现实挑战,从教育资源配置、技术教学融合、人才培养范式、特需学生、辐射输出五个方面,对海淀智慧教育服务生态的未来发展进行规划布局.
The Establishment of Regional smart Education Service Ecology under the Digital Transformation:Take the Practice of Educational Innovation and Development in Haidian District,Beijing as an Example
Education digital transformation is a new engine to promote the process of education informatization,and smart education is the ultimate value direction of education digital transformation.Haidian District of Beijing actively promotes the establishment of regional smart education service ecology under the digital transformation,proposes the construction of regional smart education service ecological framework,and committed to developing the service ecology of"one center,two new,three upgrading and three coverage".Taking the practice of education innovation and development in Haidian District as a sample,the paper systematically explains the top-level design and implementation path of the development of smart education in Haidian District:with key elements such as environment,application and data as the starting point,it builds an intensive and efficient support system,provides rich and applicable learning resources,implemenst a combination of literacy improvement actions,carries out rich model exploration,builds a unique and personalized smart campus,and innovates advanced and efficient data governance services.Based on the analysis of practical challenges such as"first-mover disadvantage","digital generation gap"and"collaborative education"in the development process of Haidian smart education,the future development of its smart education service ecology is planned and distributed from five aspects:education resource allocation,technology and teaching integration,talent training paradigm,students with special needs,and radiation output.
