Textual Study of Data Governance Policies in China's Top Universities in the Digital Age
In the digital era,big data and digital technologies promote the informatization of colleges and universities and become the key driving elements for the innovative development of higher education.However,the application of these technologies urgently requires theoretical and institutional changes compatible with them.By studying the data governance policies of China's top colleges and universities,the paper aims to provide reference for the data governance decision-making of China's colleges and universities,and to help the construction of the data governance system of colleges and universities and the development of digital transformation.Screening the data governance policy documents of 14 first-class colleges and universities in China as a sample,based on the idea of rooted theory,word frequency statistics,framework analysis and comparative study of the data governance policies of the sample schools one by one,the current situation and characteristics of China's college and university data governance practices in terms of policy content were explored.The analysis found that:China's university data governance policies in general show the characteristics of following the national policy trend at the time of writing and gradually expanding the coverage to university-wide governance;there are deficiencies in the practice in terms of organizational system,governance process,security and privacy.The organizational system lacks a coordinated management system that is compatible with multiple governance subjects,the process lacks a data catalog mechanism,the quality monitoring rules are unclear,and there is insufficient innovation in talent training and data application,and there is insufficient awareness of personal privacy protection in terms of security and privacy.In this regard,the paper suggests:building an integrated management system to create a"data campus"atmosphere,standardizing the whole process of data governance,so that the data can be"pooled up,managed and used",and attaching importance to the protection of personal privacy and complying with the application of ethical norms.
