Necessity and Method of Institutionalizing Digital Textbooks:Comparison and Analysis based on Policy Experience of Japan and South Korea
Digital textbooks are the breakthrough of digital transformation of education,and the institutionalization of digital textbooks,as the key to realize the popularization of digital textbooks,has the ultimate value of ontological value,namely,teaching significance,instrumental value,namely,technical significance,and the"detonator"of educational paradigm innovation.However,in the process of the institutionalization of digital textbooks,the"bad immune"reaction of technology to educationmay occur,including the difficulties in unifying the standards of digital textbooks,the disadvantages of de-contextualized teaching,and the public's cognitive bias towards digital textbooks.Considering that Japan and South Korea's digital textbook institutionalization system started earlier and the system is comparatively perfect,they facing similar geopolitical and cultural backgrounds with China,therefore,from the perspective of international comparison,this paper makes a panoramic analysis and comparison of the policy regulation and construction process of digital textbooks in these two countries,and finds that the similarities between Japanese and South Korean policies on the institutionalization of digital textbooks lie in the policy direction,multi-party joint efforts and concern for health,and there are differences in development trend and content emphasis.On this basis,suggestions are put forward to provide with the strategic support and top-level design of digital textbooks,improve infrastructure and break through technical bottlenecks,and absorb social forces to build an integrated digital textbook system,so as to provide directional enlightenment for the institutionalization of digital textbooks in China,escort their smooth application and popularization,and promote the digital development of this lasting change in the field of education.
