学校数据文化建设:内涵、要点及建议

数据文化是创建数据驱动型组织的重要内驱力.学校数据文化是为培养高质量人才,在数字化实践中逐渐形成的一种全员认可、积极参与的数据驱动学校全面、系统革新的教育治理方式,是学校质量文化的重要组成部分,包括基础支撑、数据治理、持续改进、价值追求四个维度.其形成要点包括智能数据终端、数据平台等设施因素,愿景规划、组织制度、数据质量等制度因素,数据人才、数据领导力、数据素养、沟通协作等人力因素.为形成学校数据文化,学校应做好顶层规划,明确发展愿景,围绕形成要点确定重点任务;理性借鉴企业经验,健全数据治理规范,落实数据质量自我评估制度,保障数据质量;明确不同阶段关键绩效指标,开展学校教育发展质量、数据文化成熟度监测评估,动态掌握数据驱动对教育质量改善的贡献度,推进数据文化持续改进;通过加强组织协同、创新内容供给、建立数据胜任力框架、延伸培训评估链条等方式,深化培训体系改革,建成高质量培训体系.
Construction of School Data Culture:Connotation,Key Points,and Suggestions
Data culture is an important driving force for creating data-driven organizations.School data culture is an essential component of school quality culture,which is gradually formed through digital practice to cultivate high-quality talents.It is a data-driven,comprehensive,and systematic educational governance approach recognized and actively participated in by all staff,and including basic support,data governance,continuous improvement,and value pursuit.The key elements for forming a data culture include facilities such as intelligent data terminals and platforms,institutional factors such as vision planning,organizational systems,and data quality,as well as human factors such as data talent,data leadership,data literacy,and communication and collaboration.In order to cultivate a data culture,schools should focus on the following tasks:it is suggested firstly to have a good top-level planning,clarify the development vision,and determine key tasks around the formation of key points,,Secondly,to rationally draw on enterprise experience,improve data governance standards,implement a self-assessment system for data quality,and ensure data quality,and thirdly to clarify key performance indicators at different stages,conduct monitoring and evaluation of the quality of school education development and the maturity of data culture,dynamically grasp the contribution of data-driven approaches to improving education quality,and promote continuous improvement of data culture,and finally to strengthen organizational collaboration,innovate content supply,establish a data competency framework,and extend the training evaluation chain,deepen the reform of the training system and establish a high-quality training system.
