The Chief Information Officer(CIO)of a School is the initiator who leads teachers and students to break through the digital thinking gap,and their ability is one of the key factors in the development of the school's information technology strategy.Through literature research and questionnaire surveys,a survey was conducted on the Chief Information Officers of primary and secondary schools in six administrative regions of Qingdao City,Shandong Province. It was found that there are mainly problems such as a lack of systematic training on digital transformation capabilities, significant differences in capabilities between different regions, low attention from schools, and insufficient and uneven transformation capabilities within themselves.Based on research results and practical demands, suggestions are proposed from national, regional, school, individual and other levels:The country should reconstruct the digital transformation capability system standards based on the role model of the Chief Information Officer position, providing a benchmark for talent cultivation; The region should do a good job in overall planning, cultivating the digital transformation ability of the Chief Information Officer, and supervising the process quality;Schools should increase the importance of setting up the position of Chief Information Officer and the institutional construction of role responsibilities, selecting and employing good people; The Chief Information Officer should strengthen key transformation capabilities and enhance their literacy,in order to provide reference for exploring the rational allocation, ability cultivation, and improvement strategies of Chief Information Officers in basic education under the background of digital transformation.
